Dennis Bishop
Mr. Bishop joined the Moote Group in early 2004 to enhance its Construction Management and Forensic Construction Divisions. Mr. Bishop was previously with the Contractors State License Board for twenty-eight years. Prior to his tenure with the Contractors Board Mr. Bishop received his Associate Art degree in Construction Technology and later participated in the Construction Management program at Long Beach State.
He worked as an estimator for the Property Services division of the Irvine Company from 1972-1974. Mr. Bishop acted in numerous capacities during his tenure with the Contractors Board. He was a field investigator, investigating complaints against licensed and unlicensed contractors regarding construction defect cases involving workmanship and abandonment issues; as well as, conducting background investigations on applicants. He was promoted to Senior Investigator acting as a “lead” on complex cases involving elder abuse, white-collar crime, and organized crime. He was later put in charge of the Applications Unit for the Southern California area. During this time he represented the Contractors Board in administrative hearings where he presented evidence in a court setting to Administrative Law Judges to take legal action against contractors licenses for violations of the License Law.
In 1983, Mr. Bishop became the Supervisor of the Long Beach District Office where he supervised the field operations for the enforcement of the Provisions of the Business and Professions Code. Mr. Bishop was responsible for starting the pilot program of the Unlicensed Activity Unit and due to its success the Unit became a statewide enforcement program and is still in force investigating the underground economy. Mr. Bishop was in charge of this unit for thirteen years.
Mr. Bishop’s final assignment with the Contractors State License Board was with the San Diego Investigative Center where he acted as the ”lead” and trainer for field investigators and office staff. Mr. Bishop has testified in arbitration, civil, criminal and administrative trails involving construction defect and claims analysis. Another pilot program that he was involved in was the On-site Negotiations program. Cases involving construction defects were first viewed and mediated settlements were negotiated on site to reduce time, as well as, agency costs and to come to a fair and equitable resolution.
Since 1983, Mr. Bishop has taught evening construction technology courses and has been a guest speaker at various community colleges, law enforcement, and consumer outreach functions. He currently teaches Contractors License Law, Contractors Business Practices, Construction Management, and Introduction to Construction courses at Orange Coast College and Saddleback College. Mr. Bishop has been a licensed Private Investigator since 1980. Mr. Bishop has investigated and performed claims analysis on hundreds of construction projects that were involved in meditation, arbitration, and litigation both civil and administrative. Mr. Bishop has testified in felony construction fraud cases and has received training in Elder Abuse. He is a past member of the Economic Fraud Task Force for both Orange and San Diego Counties.
